Penrith City Council – Planning Proposal to establish an Affordable Housing Contributions Scheme

Penrith City Council has lodged a Planning Proposal with the Department of Planning & Environment to establish an Affordable Housing Contributions Scheme with specific application to the urban release areas of ‘Glenmore Park Stage 3’ and ‘Orchard Hills North’. The Scheme will require a 1-2% contribution rate, either provided as an in-kind (land/dwellings) or monetary contribution to Council’s Affordable Housing Fund.

The Planning Proposal is not yet on exhibition but the draft document is available here with more background available in Council’s business papers.
We applaud Penrith City Council for this initiative to tackle the housing crisis at a highly-localised scale. Shelter will likely make a submission and engage more readily with Penrith Council as the Scheme takes shape.
