DV Crisis Accommodation – the Core and Cluster model

For some time now Shelter NSW has provided direct assistance to the Homelessness NSW implementation of the NSW Government’s Core and Cluster crisis accommodation program. The Core and Cluster building model provides for independent living quarters integrated with core facilities (to access services).  New build applications for tranche funding are required to consider the NSW Department of Planning Domestic Violence Crisis Accommodation Functional Design Brief as the best practice model which came out in May 2022.

In June, Shelter NSW assisted with the training for the Core and Cluster Program requirements for planning approvals; and is now providing assistance to various local councils currently considering proposals applying this new, innovative approach. We have observed a range of responses from Councils; a good reminder that the real rub and test of state-driven and funded programs is often when it reaches the local arena.
