Shelter NSW submission on Coffs Harbour Jetty Foreshore Precinct Revitalisation Planning Proposal points out that the Coffs Harbour Local Government Area (LGA) is in the top five regions with a significant affordable housing shortage. It makes the point that a pipeline of new housing delivery alone will not address the housing unaffordability problem in Coffs, primarily for lower-income households in the private rental market.
Shelterâs submission argued that the Coffs Harbour Jetty Foreshore Precinct Planning Proposal reflects many of the characteristics of the NSW State Governmentâs specific Transport-oriented development acceleration program; as such, it can deliver 15% of the homes as affordable housing (held in perpetuity).
Shelter NSW believes that the Coffs Harbour foreshore precinct site should aim to deliver at least 15% of the housing stock as affordable rental housing in perpetuity, and our submission made the following key recommendations:
- For the NSW Government to adopt a 30% inclusionary zoning requirement on all land sites next to transport infrastructure, before rezoning, with an additional requirement that affordable housing be held in perpetuity.
- The NSW Government partners with not-for-profit community housing organisations to deliver social and affordable housing as part of the âCoffs Harbour Jetty Foreshore Precinct Revitalisationâ master plan redevelopment.Â
- The Coffs Harbour Jetty Foreshore Precinct Revitalisation reflect the objectives of the Coffs Harbour Affordable Housing Strategy 2024 and requires 15% of homes to be delivered for low to moderate-income households. Â
- The revitalisation precinct adopts a 60-day cap on un-hosted STRA accommodation as a stop-gap measure to reduce speculation and allow for residential accommodation to contribute to the long-term rental market and aid current affordability issues in the LGA.Â
- NSW Government works with the City of Coffs Harbour to develop an LGA-specific day and density cap for un-hosted STRA listings to prioritise housing supply and affordability.Â
