As both community and government look to find solutions to the state’s housing crisis, Shelter NSW welcomes local governments reviewing their own strategies, policies and contribution schemes to create meaningful outcomes in their LGAs. The Affordable Rental Housing Strategy recently exhibited by Randwick City Council provides a formidable example of a council doing just that.
The strategy sees the Council commit to income-based rent setting in affordable housing in the LGA, expand its existing affordable housing contribution scheme, investigate potential solutions to un-hosted short term rental accommodation, and better match supply to the needs of the LGA. Shelter NSW supports the Council’s approach, particularly on rent setting.
Though, the proposal of a contribution scheme of up to 10% of uplift may unnecessarily inhibit a relatively strong strategy. Instead, Shelter NSW recommends a floor of 5% applicable to all development, with an uplift contribution target of 5-15% depending on feasibility, which would allow for the benefits of this strategy to be maximised. While we wait to see the outcomes of public consultation, this is an encouraging step from Randwick City Council that sets a positive example as to how councils can work to address housing affordability.
